Each year, the 351 cities and towns of Massachusetts wrestle to set their budgets while dealing with competing constituent demands and tight fiscal constraints. Unlike private businesses, which have access to a wealth of resources, these cities and towns, their citizens and other interested parties have only limited comparative data with which to assess the community’s resource-allocation options and guide the debate, negotiation and decision-making process. Municipal Benchmarking was created to address that need.
Our Mission is to change the way municipal decisions are made by providing municipal officials, community members and other interested parties with peer-based comparative data, covering both financial and operating performance.
Specifically, our goals are to:
- Understand how each municipality allocates resources relative to its peers
- Create useful metrics for comparing its operating performance
- Introduce an ‘honest broker’ into municipal deliberations
- Budget allocations between departments
- Collective bargaining
- Asset allocation decisions
- Provide a ‘single source’ for comparative information about the community
