Warren E. Tolman, Chairman
Warren has a long history of active involvement in state politics and community service. He served as a State Senator and State Representative in the Massachusetts legislature from 1991-1999 and mounted the nation’s first “clean elections” campaign for Governor in 2001.
During his time in the legislature, Warren chaired the Joint Committee on Taxation and the Committee on State Administration. Warren also served on other Legislative committees, including the committee on Banks and Banking.
Warren regularly on a wide variety of state and governmental issues and has published numerous articles and commentary. He is a weekly contributor to Fox 25 News and a regular guest at New England Cable News.
Warren received his J.D. cum laude from Boston College Law School. He received his B.A. in Economics from Amherst College. Warren has taught at Boston College Law and Northeastern University School of Law.
Warren lives in Watertown, Massachusetts with his wife Carolyn and their three children. Warren is active in a number of different civic and charitable organizations, and serves on the board of directors of the Watertown Boys and Girls Club and Earth Share/New England.
C. Kenneth Strachan, President
 Ken joined Municipal Benchmarking in October 2004. As President he is responsible for the general operation of the business, development of the Municipal Yardstick, Negotiation Benchmark and Benchmark Database, and ongoing client relations.
Prior to joining Municipal Benchmarking, Ken practiced in the Corporate Department of the national law firm Hale and Dorr LLP (now Wilmer Cutler Pickering Hale and Dorr LLP). At Hale and Dorr, Ken focused on mergers and acquisitions, and corporate and securities law, and represented a wide variety of private and public clients in industries including biotechnology, pharmaceuticals, multi-media, financial services and information technology.
Ken received his J.D. from the University of Virginia School of Law, where he received the Bracewell & Patterson Oral Advocacy Award. He received his B.S.F.S., cum laude, in International Politics from the Edward A. Walsh School of Foreign Service at Georgetown University, where he received the Edmund A. Walsh Gold Medal for highest academic achievement in the field of International Law.
Ken lives in Charlestown, Massachusetts with his wife Amanda and their son. He also serves on the board of a foundation focusing on education and social entrepreneurship in Central America.
Thomas C. Cronin, Founder
 Tom co-founded Municipal Benchmarking in 2003. Tom remains actively involved in the strategic development of the company and in the development of the Municipal Yardstick and the underlying Municipal Database.
For ten years Tom owned and served as CEO of CranBarry, Inc., a national sporting goods manufacturer. During his tenure, Tom transformed the struggling company into an enduring, highly profitable organization and the leading provider of field hockey equipment in the country. CranBarry also manufactured custom cheerleading uniforms and team jackets in its East Boston factory.
After selling CranBerry in 1999, Tom spent three years teaching math to “high need” students at Lowell High School. In addition, he continued his lifelong athletic passion by coaching high school soccer.
During his time in the Lowell Public Schools, Tom was frustrated by the lack of readily available data for comparative analysis during on-going budget discussions. This inspired him to begin the research and analysis that eventually led him to found Municipal Benchmarking.
Prior to CranBarry, Tom worked at Bain & Company, the international strategy consulting firm headquartered in Boston, Massachusetts.
Tom received his M.B.A. from MIT’s Sloan School of Management, where he was a Seley Scholar. He received his B.A. in Economics from Amherst College.
Tom lives in Winchester, Massachusetts with his wife Pat and their two children. Tom continues to generously donate his time to his adopted hometown of Lowell.
